Born 1975 in Kyoto Prefecture. Graduated from the Department of Oil Painting at Kyoto University of Art and Design in 1997. In 2000, he worked as an assistant to photographer Tomatsu Shomei. In 2001, he returned to his family's business, Hakuya Noguchi, in birthplace in the Nishijin district of Kyoto, where he began to work as an artist using the traditional foil production methods of Nishijin brocade. Noguchi held his first solo exhibition in 2004, and has held one every year since then. He held solo exhibitions at Toki-no-Wasuremono in 2012, 2014, and 2018.

Noguchi uses a unique style of applying charcoal and foil made from gold, silver, and platinum to lacquered wood to create abstract cityscapes in his Landscape series, works with a fireworks motif, and horizon landscapes of the sky and sea, the night sky, and starscapes. In these works is an expression of beauty captured in the light of hope. The greatest appeal of hakuga (foil art) is how the haku (foil) is laid across the entire work, so its brilliance changes with every angle and nuance of light.
